MODIFICATION OF A FIRST / SECOND CATEGORY LICENCE

Conditions to be met:

  • provision of services not provided for in the licence;
  • modification of the constitution of its network as described in its licence;
  • need to comply with new requirements linked to changes in national or international regulations;
  • change in the distribution of share capital or in the management of the company;
  • the need to safeguard public order or the requirements of national defence or public security;
  • obtaining an express waiver from the Administration responsible for telecommunications for micro earth stations and small earth stations connected to a central master station installed outside Cameroon;
  • technical and financial capacity to meet the obligations associated with carrying on its business activity;
  • has not been subject to any of the penalties provided for in the law governing electronic communications.

Composition of the file:

  • Seven (07) copies of the following documents must be supplied

– Reasoned request;

1- CASE OF MODIFICATION OF A 1st Category LICENCE

– A form supplied by the Agency, duly completed and stamped at the current rate;

– A receipt of payment of the application fees issued by ART;

– Proof of payment of the entry fee;

– A technical file including:

  • The name or business name and full address of the applicant;
  • The legal status of the company, as well as the composition of its capital and the distribution of voting rights;
  • The statement, purpose and characteristics of the services to be offered;
  • The purpose and technical characteristics of the network;
  • The technical specifications of the equipment;
  • The timetable for implementation, specifying in particular the capacity and area of coverage year by year;
  • Experience acquired in the field of electronic communications, including the technical partners involved in the project and their previous achievements;
  • The letter of exemption for the connection of a micro-terminal earth station and small earth stations to a master station installed outside Cameroon, issued by the Minister of Posts and Telecommunications;

– A financial file including:

  • An indication of the origin and amount of the planned funding, specifying the identity of the main financial backers;
  • Proof of the company’s financial capacity and a guarantee that the project will be financed if the licence is granted;
  • The nature and level of planned investment;
  • The company’s business plan.

– A location plan certified by the relevant tax authorities;

– A copy of the national identity card of the company’s principal executive, if applicable.

FOR CHANGES TO 2nd Category LICENCES

– A form supplied by the Agency, duly completed and stamped at the current rate including:

  • Details of the natural person responsible for the network;
  • The name, address and activities of the natural person or legal entity responsible for the network;
  • The declaration, purpose and characteristics of the services to be operated in the proposed network;

– The technical characteristics and detailed description of the network, together with the technical documentation of the equipment;

– A location map certified by the relevant tax authorities;

– A copy of the national identity card of the company’s principal executive, where applicable;

– A receipt for payment of the application study fees issued by the ART;

– Proof of payment of the entry fee.
